What and wher are these? Tactical Capri?

    A few months back on a site that a lot of us visit, or some catalog.

    They appeared to me (at first glance) to be pants designed for rock climbers. They went past the knee, but stayed high enough to not be a discomfort on the calf. They also (if memory holds up) had the ability to use internal knee pads. May have been nylon. multiple attachment points, and zippered pocket. Maybe if you remember parachute pants...but 3 quarter length. ;)

    I believe that you are looking for "3/4 length pants", such as these from Marmot.

    Could have been the Kitanica IX.C (had to look that up) shorts, as "tactical capri" is the perfect description for them. Discontinued, unfortunately, but they seem to like input and feedback, so if enough people bug them about the shorts on their facebook page or via email, they'll probably make another run some day.
