How 'bout a Walther P99?
Beretta Nano. It's on the large side of small, but it shoots like a larger gun. Love mine. I've seen them in the $399-$429 range.
With training you can avoid the tendency to expose a long arm beyond where your ability to see a hidden bad guy in close quarters. You end up moving much slower, though, and it starts getting much harder to cover areas that might contain a hidden bad guy.
A handgun offers much less real estate to grab onto, and can be used to cover or shoot from a retention position. Both hands are on the handgun as well, negating most if not all the advantage of the hold you can have on a long arm. It's not the bad guy who is willing to openly charge a shotgun you should worry about, it's the bad guy who surprises you from hiding and tries to disarm you when you're not ready for it. If such a bad guy can get inside the muzzle radius of your long arm you have a serious problem.
Doing it right is far slower.

Glock 19. Get your GSSF membership and find a dealer that honors that. Usually 19,26,17,23,22,27 and all the 357 models sell for either $398 or $425 I think. I got my Glocks for $398. It's a great deal
sig 2022. 399 is the least I have ever seen it.

Ruger SR9 or SR9c The SR9c takes a 10 round magazine or the 17 round magazine from the SR9. It come in the box with both magazines, and an adaptor for the 17 round magazine. The versatility between the 2 size mags, makes it a great CC or home defense, just by changing the magazine. I bought my SR9, before the gun prices went crazy, and then bought the SR9c brand new in Jan for $425.
Bersa BP9CC. I just got one for 400ish and I absolutely love it.

Kel Tec PF-9. Runs about $280. Great little gun, and very light.
Ruger p95 seems to be the best one I have found under 400 so far,
I just got a shield for $429. The place got 2 shipments of 200 shields in the last week. They have 12 left so hurry.
The Keltecs are good guns for small cash. I've been looking at the Ruger LC9, which I think is $450 or less. It's a little nicer than the Keltecs, and I've heard good things about it. I have a G19 but I'm looking for something smaller to keep in a bag while the G19 stays at home for HD.
I just read an article about the SCCY CPX-2, which goes for $300 and got some positive reviews. I haven't seen one myself.
one of my local gun shops has a Czech made Makarov for $250. So, how about a Makarov.
