I have been doing a lot of research about this lately and have settled on the Mystery Ranch 3 Day Assault pack for now, with the 34L Goruck GR2 as a close second. These bags are a bit pricier than the two you linked to though.

I purchased the Red Oxx Airboss since it is designed to be carryon bag and works well with packing cubes.

I’ve checked their C-Ruck Carry-On Rucksack and the size is perfect. Will consider this one.

Can't go wrong with Goruck GR2, been using mine last 3 years with all flights apart from ski holidays.

Have you looked at Tom Bihn, perhaps the Aeronaut?

This is one of the packs I’m considering too together with the Brain Bag.

I can't speak for either of those, but I have a few backpacks and just came back from China using a Covrt 18. Worked out very well for the international flights to/from and 3 local flights while over there. Held 2 tablets, neck pillow, organizer with cables, change of clothes, 3 in 1 bag, bottled water, etc. Fit under the seat in front of me on 4 different planes, 5 flights.

I have been using an Osprey Farpoint 40 with packing cubes for my business travel over the last year or so if I had to buy another travel backpack it would be between the Osprey Farpoint 40 and the Tom Bihn Aeronaut 45. The only thing I don’t like about the osprey is the lack of organization but with the ultra light weight packing cubes that problem is solved for the most part.

The Every Day backpack (30L) from peak design serves me very well.

I previously had a Rucker and sold it. Moved up to the GR1. The external laptop sleeve made a big difference. Also, the plastic support sheet is removable, making the bag more appropriate for travel. Consider pouches and packing cubes with the GR products. They may require a slight adjustment from typical bags, but offer great quality and ease of use. I’m happy I converted over to GR.

Got the 38L Mountain Standard Utility Pack instead since they’re having a 25% discount until the 12th.

I have a Tom Bihn Aeronaut 45 which I like but it is much more of a travel bag than a backpack. I have looked long and hard at the Brain Bag and just haven't had the funds to pull the trigger. It seems to be better for compartmentalizing your load and as it is designed as a backpack should wear better for backpack type activities.
