I'm not actually sure what it's supposed to be for. It's just handy to keep them separate like that or they get tangled and caught up in each other. I think it's for converting a two-point rifle sling to a single-point rifle sling, but I doubt you'll ever need it for that purpose

It's actually a HK clip. Designed by Heckler & Koch. Used on the slings on the MP5 family of Sub guns. You put the open end of a second clip through the hole. Making a continuous loop, or shortening the sling for an MP5K
