I bought a 511 Rush MOAB 6 a few years ago while trying to figure out what worked for my EDC. It didn’t fit. BUT… it found a niche as my beach sling. Durable and reliable. Fast forward a few years… I now have two small kids, and I carry much more stuff to the beach. I have zero interest in MOLLE and covert weapons carry. Nor do I need or want a laptop section. I just want a 20 ish L backpack that will wear like iron. Something that I can hose out when it gets dirty, and leave in the sun. Something like my MOAB 6. But bigger. And without the MOLLE. Any suggestions?
not to sound too low-tech, but what about a simple Jansport-type bag? You could abuse it until it's had enough. Cheap enough to replace every couple of years if need be.

I have used nothing better than the Overboard 20l and the 30l waterproof packs - which you can literally hose down or dunk to get it clean. The compromise is the limited organisation and the single large compartment, but it specialises in one thing...and does it well. tbzbbt
This doesn't help the OP but personally my favorite place to use a tactical pack is the beach. I love having all the molle to lash beach rolls, blankets, and whatever else. I have used both a rush 24 and 12 for beach duty. Having the extra room is also very helpful with a little one for all the beach gear, not to mention diapering supplies and everything else. We usually stay in a house a couple of blocks from the beach access and I end up being the pack mule.
